Pacific Employers' Staff  

     David E. Miller is the Manager and President of PACIFIC EMPLOYERS Advisors to Management and has been affiliated with PACIFIC for over 40 years.   

     David became associated with PACIFIC EMPLOYERS in 1967 and has served as the Manager and Labor, Safety & Human Resources Consultant to present.  He handles all matters concerning the wages, hours and working conditions of PACIFIC EMPLOYERS' members, including wage & hour consulting, Labor Commissioner hearings, EDD representation, Employee Handbooks, SB 198 Injury and Illness Prevention Programs (Safety Programs), negotiations, arbitrations, NLRB hearings, elections, unfair labor practice investigations, strike and audit representation. For Construction Employers he has handled State and Federal contract compliance and Prevailing Wage matters as well as apprenticeship issues and safety matters.  

     In the area of safety and regulatory compliance David's duties include the developing of Clients' Injury and Illness Prevention Programs in accordance with SB 198, the development of safety incentive programs, documentation of safety training, safety inspections, injuries & accidents, development of bloodborne pathogen programs, emergency response programs, hazard communications programs, Proposition 65 compliance, community right-to-know compliance, respiratory plans, fall protection program, confined space plans, fire prevention and emergency action plans, lock out/tag out plans, and workers compensations claims reports.  

    In addition to his duties at Pacific Employers, David is Past Chairman of the Visalia Chamber of Commerce Business Resource & Training Committee, a member and club photographer of the Visalia Rotary Club, Past President of the Tulare County Marketing Association. David is also a past member of the Board of the Visalia Chamber of Commerce and a past Vice Chair of the City of Visalia’s Citizens’ Advisory Council where he served for six years.

     He serves on the Board of the Executive Association of Tulare County and is Past President of the Downtown Visalians & Alliance. Past President, Visalia’s “Downtown” Kiwanis Club and former Executive Director of the Visalia Kiwanis Club's Miss Tulare County Pageant.

     David Miller was born in Akron, Ohio attended Akron Central High and Akron University. He located in Visalia in 1970. Dave and his wife Beverly live in Visalia.

     Over the years David Miller has been a speaker and lecturer at many seminars and educational programs sponsored by numerous organizations representing a wide spectrum of the commercial, industrial and agricultural communities on subjects pertinent to safety, regulatory compliance and employer-employee relations.  

Candice Weaver

    Candice serves as Office Manager/support staff.  She is available during regular office hours Monday through Friday to answer questions, conduct research, prepare employee handbooks and SB198's and supply needed materials.

     If you have a question, Candice Weaver  is generally the first person you will be talking to.  Candice  began working with Pacific Employers in 1999.  

     Candice serves Pacific Employer's clients in a friendly and professional manner providing quality assistance. Candice is a member of the Kiwanis Club of Visalia and serves on their Board of Directors.

Irma Marquez

     For many years it has been our desire to help our members deal with the bilingual nature of California’s employment arena. While we have offered translations and interpreting from firms and associates closely related to our firm, we have not had anyone on staff that was able to directly communicate with the Spanish speaking employees and employers with whom we serve.
Irma Marquez joined the staff at Pacific Employers in 2008 as we were working to expand our servicesinto a number of areas that have been requested by clients.

     Irma is fluent in Spanish and has a background in helping employers in hiring, training and I-9 Form documentation. She has also proven capable of working with supervisors and owners to resolve conflicts and performance problems.

     As part her work with Pacific Employers, clients may call on her services to review the hiring steps and document verification now required by Department of Homeland Security, U.S. Immigration and Customs Enforcement (ICE).

     Irma also is involved in Sexual Harassment Prevention Training as well as helping employers with the process of handling sexual harassment complaints.

Pat Vogt-Morrison

     Pat Vogt-Morrison will be out to visit you as she spends the majority of her time out visiting clients and prospects.  She began working with Pacific Employers in April 1998.

     Pat is currently serving as Sales and Support staff.
